Tenure and seniority are the only things that protect teachers from being completely under the thumb of the principal, to be punished or rewarded according to their loyalty to him/her; doing away with them will turn schools into personal fiefdoms of the principals. Using test scores as a measure of "merit" obviously distorts education even more by forcing teachers to teach to the test and by encouraging students and parents to judge themselves and their peers by test scores.
